My research interests focus on the intersection of Public Administration, Sustainable Development and Urban Transformation, particularly Local Economic Development, Urbanisation and Resilience, Informal Economy and Settlements, Circular Economy, Climate Change, and Public Sector Management. My work examines governance, institutional capacity and policy responses to urban, economic and environmental challenges, with a focus on promoting inclusive, resilient and sustainable development in Ghana and Africa.

James Kwame Mensah

James Kwame Mensah is Professor of Public Administration and Sustainable Development in the Department of Public Administration at the University of Ghana Business School. He is also a Fellow of the Penn Institute for Urban Research at the University of Pennsylvania, USA. He holds a PhD in Development Administration and an MPhil in Public Administration, with extensive academic and research expertise in sustainable development, development policy, urban governance, and public sector management. Professor Mensah’s research focuses on sustainable development, local economic development, urban policy and governance, informal economy, informal settlements, circular economy, climate change, urban resilience, and public sector management. His work examines how public institutions, local governments, communities, and other actors can respond to complex urban, economic, environmental, and governance challenges, with particular attention to Ghana and the wider African context.

He has secured competitive research funding from leading international and institutional funders, including the European Union, AXA Research Fund, International Growth Centre, Kleinman Center for Energy Policy, and the University of Ghana Business School. These grants have supported interdisciplinary research on urban resilience, sustainable development, local economic development, urban informality, circular economy transitions, and public sector management. Professor Mensah’s research has been published in leading international journals, including Energy Research & Social Science, Cities, Resources Policy, Urban Research & Practice, International Journal of Urban Sustainable Development, Urban Forum, International Review of Administrative Sciences, International Journal of Public Administration, Local Economy, and Development Southern Africa. He also serves as an ad hoc reviewer for international peer-reviewed journals. A notable contribution of his recent research is the development of the concept of “toxic sustainability,” which draws attention to contexts in which sustainability narratives and interventions coexist with persistent inequality, inadequate infrastructure, precarious livelihoods, and weak institutional capacity. The concept challenges conventional approaches to sustainability by highlighting the risks of pursuing environmental and economic objectives without adequately addressing social justice, governance capacity, and lived experience. It offers an important analytical lens for understanding sustainability transitions, urban governance, and development challenges in Africa and the wider Global South.

Beyond academia, Professor Mensah has extensive policy, consulting, and advisory experience. He has worked with international, regional, and national organisations including the World Bank, Women in Informal Employment: Globalizing and Organizing (WIEGO), United Cities and Local Governments of Africa (UCLGA), Commonwealth Local Government Forum (CLGF), 100 Resilient Cities (100RC), C40 Cities, Dalberg Global Development Advisors, Federation of Canadian Municipalities (FCM), Ghana’s Inter Ministerial Coordinating Committee on Decentralisation (IMCC), and the National Association of Local Authorities of Ghana (NALAG). His policy and research engagements focus on evidence-based policymaking, local governance, institutional reform, urban resilience, inclusive development, and sustainable transitions. Professor Mensah is a Young Global Leader of the World Economic Forum and a Dangote Fellow, both awarded in 2022. His work bridges academic scholarship and policy practice, with a broader commitment to generating rigorous research that informs public policy, strengthens institutions, and contributes to more inclusive, resilient, and sustainable development in Ghana and Africa.
